The Non-Electronic Communication Aid Scheme (NECAS)
NECAS is a statewide project that provides Non-electronic Communication Aids for adults with complex communication needs living in Victoria. People with complex communication needs have little or no functional speech. The focus of this project is to enhance communication, participation and independence for people with complex communication needs.
NECAS commenced as an ongoing scheme in 2008 and the Communicaton Resource Centre, Scope is the provider.

Who can access NECAS?
Priority for the provision of non-electronic communication aids will be given to people who meet all of the following criteria:
- People who are aged between 18 years and above
- People who are a permanent resident of Victoria and hold a Medicare card
- People who have complex communication needs,
- People who are eligible for services under the Disability Act (2006)
What does NECAS provide?
NECAS provides:
- telephone support to the people designing the communication aids
- advice and information on Speech Pathology services available in Victoria
- individualised non-electronic communication aids
- approved non-electronic communication aids identified by the Regional Communication Services which support community capacity building
- Open Days which give information and advice around NECAS and the selection of communication aids available
- information forums on request
